The Master Action Table is the heart of PHLOOG’s resolution system. It interprets every roll - whether a failure, opportunity, or success — and determines the scale, scope, and consequences of what happens. Rather than dictating specific narrative outcomes, it provides a flexible framework that tells you the level of success achieved, whether the GM can take an action, and any additional conditions that apply. Higher Effect Levels deliver broader, more powerful, or more lasting results, while lower levels represent limited or temporary effects. This system ensures both success and failure feel meaningful, encourages creative play, and gives GMs clear structure without removing their judgment. All checks on this table use three six-sided dice.
